cool them under cold running water and bang them very gently on the table to get a crack in (just like you would on a raw egg) and then try to peel a small bit away at a time.

next time you boil eggs, add a little salt to the water. it helps.

They may be old eggs. But one thing that usually works, as soon as you take them off the stove, shock them with lots of cold water.
Then when you peel them, make sure you tear through the skin covering the egg. Once you are to the smooth part, it becomes easy. Let water run over the egg while peeling it.
Before you start the peeling process, bang the egg all around so the shell is broken all the way around. I usually crack them on the rim of the sink.

Perfect Hard-boiled Eggs

Start with fresh eggs.
Place eggs in pan and add water till 1" above eggs.
Bring water to a rapid boil. Remove pan from heat and cover.(Eggs will be cooking in the hot water) Let set for 20 min.
Drain hot water, and add cold...till eggs are cooled off
(stops cooking process)
Place bowl of eggs in fridge for hour or so.
Place bowl in sink, fill with cold water
Lightly crack shells against bowl side, press over egg to crack more, place back in water.
Repeat till all eggs lightly cracked.
Starting at wide end, begin to peel, slowly, shell should slip right off

Pull the pan from the stove and let cold water run over them until they've cooled. Pour off the water, put the cover back on, grab the handle and hold the cover down firmly, then sharply shake the pan back and forth three or four times. The shells will slip right off.

I hate when that happens....try this if they're all that way: cut the egg in half(shell on, of course) and peel from the inside out! rinse egg or pull any tiny bits of shell(if any).
If they're to be used for Deviled Eggs, instead of peeling, scoop out in one swoop with a large tablespoon!

Let them cool first. Put them in a bowl of icy water for 20-30 minutes (or until cold). They should peel much easier.

how did you boil them? If you boil them on a lower temperature for a long time (1-2 hours) they peel much easier.

crack the shells a little bit and then put them in a bowl of very cold water and let them sit for a while. the shells should slip right off. you can also try running cold water over them as you peal the shells off. :)
