Technically only good-looking girls can tan topless but I think that's unfair. Ugly ones should be able to do it to because they pretty much all look really good, those puppies.

I tan topless in my back yard all the time. I am lucky that I cannot be seen from outside the yard, so there's no problem
Just don't get burnt - burnt boobs really hurt, speaking from personal experience

Every beach state has nude beaches. If you don't live in a beach state then I'd say the only resolve to your question is to fence your back yard and tan how ever you want or go to a tanning salon. By the way...The USA does allow nude tanning but only on nude beaches and salons or in the privacy of your own property.

On private property, go for it.
In a tanning salon, this will depend on your locality and the management of the salon. Your mileage may vary.
Outdoors, this will depend entirely on local ordinances. In most cases, public nakedness is grounds for an indecent exposure charge, but there are designated nude beaches in various parts of the country. There are also a few nudist resorts to be found here and there. But in most places, no.

if you really want to then go to a nude beach, but if it's just the tan lines your worried about, then when your ready to tan, just slip your straps off. you don't have to take your top completly off.
Or you could just go to a tanning salon, you know one of those boothes that you go into naked.

Absolutely!! I have no problem with it. In Germany, people-including lots of women, sunbathe completely nude.
