Okay, so...story -
While leaving on a date friday night, my date was walking a bit in front of me as we left my house. My neighbor, Tony, was standing in my breezeway talking to someone. I walked by him and he grabbed my hand and kissed it. I was caught a bit off guard, but just laughed and said "Tony, what are you doin'?" playfully. He just smiled at me. My date didn't see it.
You think he wanted to show me that he was interested in me? or was just being friendly?

Oh, to answer some of your questions - he is usually nice to me, but not flirty nice. Just a 'hi how are you?' kind. This was the first very forward thing he has done..

i think he is interested in you and kissed your hand cause he saw you were with someone and he got jealous.

He wanted you for himself, but knew you were on a date, so the only thing he could do was to kiss your hand. It's like a wink, but more forward. Maybe you just looked good, and he wanted to show you. I would ignore it, if you aren't interested in him.

Well, obviously he's trying to get your attention in front of your date. Does he always act playful around you, or is that just his personality? I wouldn't be too worried about it, unless he continues to catch you off guard while you are with your date.

I dont know. This is a bit bizarre. I would ask Tony what he was doing/thinking. Then you can have a better idea of what to think about it.
