Just extract it to a folder and double click on it I would recommend right click on your image file and choose open with and browse to the folder that you extracted it to and select this file: PHOTOED.EXE and choose to open with that program all the time

"Photo Editor" was included in the early Office Suites but was discontinued\replaced with "Office Picture Manager" in Office 2003

it can be installed while you install microsoft office xp or office 2003.
