because they are trying to encourage a person when they say those things. so if a person is having a hard time with something and wants to give up, they say "Practice makes perfect". And a person is feeling down on themselves because they made a mistake, they say "Nobody's perfect".

practice moves one towards perfection in what you are practicing. even if you pitch a perfect game (like in baseball) you are not a perfect person. the perfection if any is temporary.
you won't be perfect at everything. practice only moves you towards perfection. words and language don't tell the whole truth. it's just a saying.
