Talk with him. Ask him why he wants your number. Use your best judgment. Pay close attention to what happens. If you are interested, get information about him. If not, be polite, but firm.
Don't react emotionally. Just be calm.

I'd have kicked him between the legs, ran home, called the police and put a restraining order on him pronto. That's stalking and it's against the law.

if he was following you then you hav a stalker on your hands run away dnt go near him if you ever see him or giv him the wrong number or if he cute talk to him he might not be that bad and remeber to always carry pepper spray in your case it mite b handy

You could either stop and give him a fake one, or carry on walking preferable where there is alot of ppl that can see you, but keep walking, he'll give up and notice ur not interested!
