GO to the vet! Also, little dogs tend to get low blood sugar so if he seems very weak and doesn't move around a lot put some surup or honey on your finger (just a little bit) and put it on the roof of his mouth or let him lick it off your finger. If he has low blood sugar that should help temporarily but the puppy could die if gone unattended and not seen by a vet if he has low blood sugar! SOmetimes small breeds get that. Also ask the vet .

I agree, take him to the vet, could be internal problems...with only two pups, fighting over milk should not be a problem...if vet cks ok, he may just NOT be getting enough to eat...give him a drop of honey in his mouth for energy (not to much, or he will get full and not want to eat)...get a small animal bottle (compare nibbles to mom...may need to go for 4 oz real bottle...slow nipple if you do)...we had to use 4 and 8 oz from the beginning with our Rotti puppies...puppy bottle nipples were too small...feed every 3-4 hrs around the clock.
Remember, some puppies just don't make it....

i agree with taking the little one to a vet, but if your not able for some reason or another, try giving a little sugar water.just about a spoonful mixed into some water. this will maybe give baby a little energy. theres also a tube of something called nutri-cal. this will help a lot also.

When you have puppies like that don't take them to parks. Care for them at home. Their immune system isn't really to battle all those dog diseases. Have you taking him to the vet for shots? Shots are important too. Just let him rest and give him dog food, not human food.

mmm, 3 weeks is too small for puppy chow. call the vet, most likely you'll have to bottle feed him. Minutes count right now, so hustle.

well, i would take him to the vet to check him out, dont leave him out but put him in a dog carrier and bring him, he is more stablized that way. if the vet doesnt help, then feed it more and put it to bed earlier
hope i was a help
