Spitting in public is considered rude because it is unhygienic. In fact most places have laws against spitting. In Washington state the fine for spitting on a sidewalk or in a puddle is (at least while I was studding law) a $112 fine. People who spit in the bathroom are actually following the rules etiquette provided they then wash out the sink.
As far as cell phones go the only remaining un-ethical place to speak on a cell phone is in a bathroom, although this is rapid decreasing. For many executives it is a quiet place they can go to have a conversation. The people who tend to be taking on the phone in bathrooms are the same people I tend see talking on cell phones everywhere else. I grew up watching my mother, who owns her own company, talking on phones everywhere. If she wasn’t on the phone she was in a meeting. Leaving a message for her was like sending a message in a bottle.
With many people who use cell phones casually txting in the bathroom is considered perfectly ok; although casual talkers tend to consider it rude. In reality as long as no one knows your talking to them in the bathroom their appears to be no reason not to. The only people I’ve ever had object are the people in the bathroom listening to a one sided conversation. I’ve gotten the same dirty looks in restaurants, on the train, and even more frequently in the mall. I spend a great deal of my time on my cell phone and I can find absolutely no reason why I shouldn’t be able to purchase my groceries, clothing, or get my nails done without my cell phone.
The thing that bothers me the most is people who give me a hard time for wearing sunglasses in doors. Now obviously that’s a strange request but my cell phone is in my sunglasses and its not like that’s hard to figure out with a pair of speakers in my ears and a mini microphone coming one side. But if someone’s wearing sunglasses inside they probably have good reason. Light sensitive eyes they couldn’t find their regular prescriptions, or something else is going on. I live in Puget Sound; so come on guys we’ve had these things for years, and were always looking at new technologies.
But the hard thing to determine about etiquette in modern times is its lack or ruling. Etiquette in the past was based on formal conventions accepted at a royal court. If these rules were not observed carefully it could lead to anything from disgrace to beheading. Here in the US we have no monarchy to judge our etiquette on, nor do we have an authorized group like the French.
In my personal opinion I would say if your worried about how people view you, wash out the sink if you spit in it, and don’t call people in the bathroom stall.

Spitting is fine as long as it is done away from the public. These people who spit in the bathroom are maybe gross, but they are not being impolite. It is better for them to do it in the privacy of the bathroom, rather than to hock up phlegm at a meeting of while you are out at the dining table. I know that it is not the nicest thing...they really are doing the right thing.
As for using the phone...it is bad manners to use the phone in public, but there are times that call for it. There are emergencies sometimes that must be taken care of and I do understand that. The thing that I don't understand is why people talk about what they ate that day or what they are going to watch on tv that night!!! Now THOSE are the conversations that should wait until later.

May be spitting, after the urinating is one way of bidding farewell to the fluid that was generated in your own body. Many of the acts one does in an urinal requires a lot of study, including the tendency to use cell phones. Generally, man feels much relieved, in this situation. Perhaps, that removes from them the inhibition of cultivated behaviour. The etiquette are required to be followed when you are with others. No niceties while you are free for yourself. You spit and speak through your cell phone, as you feel relaxed.

a urinal is a handy place to spit, and it's not as gross as the main thing you just did there. just don't spit on your pee-pee. some business's you can only use a cell phone while on break. I'd be afraid of getting confused and putting the wrong thing back in my pants. If you're on the crapper, you can intertain your phone buddy with interesting sound effects.

Spitting -- no clue, doesn't seem very "polite" if there is a "polite" in such a situation
Cell phones -- Horrible manners to use a cell phone in a public (or any) restroom. No one is that important and no one wants to be treated with such disrespect.

maybe the urinal left a bad taste in their mouths and the bathroom is the only place they can have a decent conversation without being henpecked to death.
