If you aren't sure of his feelings, then just wait until you are. Actions speak louder than words, although you need words to complete/confirm some actions.
Yes, it's definitely possible to "love someone, but not be in love with them."
If you've spent so little time with each other, time where either one of you is specifically together because you wanted to see each other (don't care if the event is a crowd or a one-on-one date)...then maybe he's not really into you. He might just like you as a friend, not romantically.

Okay, I've been in a relationship like this before, and we eventually just fell apart. It got to the point where we never even saw each other, and hadn't talked in weeks. Call him, and set up a date between just you two. If he can't find time, then get rid of him. If he can, and you go out and feel no click, then tell him you're sorry, but as much as he loves you, you can't say it back. If you do go out and you do still click with him, then keep setting those dates up.

Hey,
I'm a guy and i've used that saying before. I said i love you so you don't get suspicious that i might be losing interest. He might have been hot about a relationship when he thought he might get laid, but when things start cooling off it's easier to want to try and pick a moment to break away. He tries to keep connected to you in his words but his actions and habbits probably show that he's not liking the relationship any longer.

Well what it sounds like to me that he is just trying to stay enough in your life to make you think he is really interested but really he isn't. He just wasn't to hit it like you said. If he was really interested in you and wanted more one phone call a week or one or two text messages a week won't cut it. Hell if your in love or like someone don't you want to talk to them like all the time and see them as much as you can???? YES! I know I want to! I can't get enough of my man!

Me and my gf don't talk that much either, but I feel that way about her (love but not love lol) he could be telling the truth, but I would remain cautious.
