Would the way that Muslim women dress (covered in a hijab) be considered a belief or something else?

For anyone who is religious religion and culture are intricately interwoven.

Yes, it is a cultural practice but it is a cultural practice driven adn determined by Islamic hadiths.

Originally, wearing the veil was considered similar to wearing a yamika or carrying a rosary. During the reign of the last shah (king) in Iran, Muslim women were forbidden to wear the veil. In the cultural backlash of the Iranian revolution and war with Iraq, wearing hijab became a political symbol and eventually was made mandatory.

I would call it more on the lines of a conviction based on a belief. In other words, Muslims believe in being modest, so many women follow the strict rules of dress to avoid any type of immodesty. Modesty is the belief, the dress is a conviction or application held to uphold the belief.

It is a mandate of the Qur'an for a woman to wear hijab (a barrier).

Quran Sura Al-Noor (24) 31: English, Arabic

And say to the believing women that they should lower their gaze and guard their modesty; that they should not display their beauty and ornaments except what (must ordinarily) appear thereof; that they should draw their veils over their bosoms and not display their beauty except to their husbands, their fathers, their husband's fathers, their sons, their husbands' sons, their brothers or their brothers' sons, or their sisters' sons, or their women, or the slaves whom their right hands possess, or male servants free of physical needs, or small children who have no sense of the shame of sex; and that they should not strike their feet in order to draw attention to their hidden ornaments. And O ye Believers! turn ye all together towards God, that ye may attain Bliss. (Yusuf Ali translation)

وَقُلْ لِلْمُؤْمِنَتِ يَغْضُضْنَ مِنْ أَبْصَرِهِنَّ وَيَحْفَظْنَ فُرُوجَهُنَّ وَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا مَا ظَهَرَ مِنْهَا وَلْيَضْرِبْنَ بِخُمُرِهِنَّ عَلَى جُيُوبِهِنَّ وَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ أَوْ ءابَائِهِنَّ أَوْ ءابَاءِ بُعُولَتِهِنَّ أَوْ أَبْنَائِهِنَّ أَوْ أَبْنَاءِ بُعُولَتِهِنَّ أَوْ إِخْوَنِهِنَّ أَوْ بَنِي إِخْوَنِهِنَّ أَوْ بَنِي أَخَوَتِهِنَّ أَوْ نِسَائِهِنَّ أَوْ مَا مَلَكَتْ أَيْمَنُهُنَّ أَوْ التَّبِعِينَ غَيْرِ أُوْلِي الْإِرْبَةِ مِنْ الرِّجَالِ أَوْ الطِّفْلِ الَّذِينَ لَمْ يَظْهَرُوا عَلَى عَوْرَتِ النِّسَاءِ وَلَا يَضْرِبْنَ بِأَرْجُلِهِنَّ لِيُعْلَمَ مَا يُخْفِينَ مِنْ زِينَتِهِنَّ وَتُوبُوا إِلَى اللَّهِ جَمِيعًا أَيُّهَ الْمُؤْمِنُونَ لَعَلَّكُمْ تُفْلِحُونَ

Quran Sura Al-Noor (24) 60:
Such elderly women as are past the prospect of marriage,- there is no blame on them if they lay aside their (outer) garments, provided they make not a wanton display of their beauty: but it is best for them to be modest: and God is One Who sees and knows all things.

وَالْقَوَعِدُ مِنْ النِّسَاءِ التِي لَا يَرْجُونَ نِكَاحًا فَلَيْسَ عَلَيْهِنَّ جُنَاحٌ أَنْ يَضَعْنَ ثِيَابَهُنَّ غَيْرَ مُتَبَرِّجَتٍ بِزِينَةٍ وَأَنْ يَسْتَعْفِفْنَ خَيْرٌ لَهُنَّ وَاللَّهُ سَمِيعٌ عَلِيمٌ

Sura Al-Ahzãb (33) 59
O Prophet! Tell thy wives and daughters, and the believing women, that they should cast their outer garments over their persons (when abroad): that is most convenient, that they should be known (as such) and not molested. And God is Oft- Forgiving, Most Merciful.

I suppose it would be a part of their beliefs.It has something to do with their religion or something.The women aren't allowed to show any body parts other than their eyes and hands in public.Thats supposed to only be for their husbands eyes or something like that.I think its kinda like the penecostals.They don't allow their women to wear pants or cut their hair.They can't wear makeup and their skirts have to be below the knee.

I don't know for sure but its wierd to me.

I think part of it is locked in their "belief" system. Otherwise, it's mostly a cultural dictate.
