Unfortunately a person can't tell if a man is circumcised when he is still fully clothed. I wish you could, since I personally do not like the look of an uncircumcised penis - to me it looks like a snake, just very unappealing. So in answer to your question, the only way to tell is to actually see him out of his pants. Sorry.

when you look at his penis if he is circumsized you will be able to see the head if not foreskin covers it

if there is loose skin over the penis head he is not circumsized.

I knew a kid that was born without any eyelids, so the doctor took his foreskin and crafted some eyelids out of the foreskin. It worked out ok, but the kid was a little ******** after the operation.

If he is circumcized he will not have a foreskin covering the head of his penis.
