The word "fall" is not intended to mean a literal downward motion, but rather coming under the influence of something you were not previously influenced by. In this instance, if you live in compliance with the laws of God, you are not subject to the judgement of God for breaking those laws. However, the moment we break those laws, our violation makes our actions punishable (although God gives grace in many instances) by the judgmental aspect of God. "To fall into the hands of the living God" simply implies that our sinful living makes us subject to God's judgement. If God chooses not to give grace, it is a fearful thing to be held accountable when we sin. I hope this helps.

I disagree that a saved person can fall from God's grace. Once a person is saved and receives God's grace, it cannot be lost; remember, God doesn't give like the world gives. Once something is given, it is not taken away.
Instead, Hebrews 10:26-31 refers to those who "trampled the Son of God underfoot, counted the blood of the covenant by which he was sanctified a common thing, and insulted the Spirit of grace," in other words: believers who are actively sinning.
