The only way to eliminate the odor is to break it down with enzymes. PetCo sells a product called Nature's Miracle which will do that. It sounds like you'll need the gallon size. I would saturate the wood or any surface you suspect the cats sprayed. It is a natural, non-toxic solution that won't damage surface. It will break down the urea and stop it from smelling.
I used in in my rentals on the cement sub-floor before I laid carpet and on the wood sub-floor on the second story. It works fast and effectively to remove any biological pet waste.

I re read your question because people were answering it like they had not read it.
You have to remove everything that was peed on.
After you removed the subfloor , carpet etd it should have been gone.
Since it is not it is still on something in that house OR if you have a crawl space under your floor/ house it is possible cats peed under the house.
And the other that may have happened is you are smelling a small water leek under you house .
You can try spraying the stuff from pet stores but my suggestion is to see if you can locate whats its on or if it is reaally cat smell.

If you have located the source, mix Hydrogen Peroxide and Baking soda then pour it over the cloth and let sit. After it dries wipe the residue off. The combination of the two chemicals eats the odor crystals and doesn't stain fabric. Not sure if it would harm wood, but it works on cloth.
Good luck!

Same as I said in your other answer. Approach. It'll clear up any smells you have, just spray the air, wash the walls w/it and pour it right on the floor.
Good luck!

There is a sealant- I think Kilz- that will block the odor. You should be able to find it in stores that sell painting supplies. My mother had a problem cat that used to do that in the master bath, until she used this sealant.
Good luck!

You need to kilz the subfloor. That is a paint primer but it works for this matter.

petsmart carries odor removers for urine. Should be something Citrus based, or it will only mask the smell, not eliminate it.
