It depends on what look you're after. The black hair is a little more ethnic and mature (you could pass for someone from another ethnic group, if you wanted to). It also makes you look a little more intense.
The blonde hair gives you more of a "fresh girl-next-door" look and (in my opinion) makes you look younger and more playful.
You're attractive either way...just go with what feels right.

I think you look great with either, but I think that black suits you best! Dark hair is more mysteries in women, and shows more that your not so preppy. Darker hair also gives people the impression of clearer skin. And blonde hair looks more fake. But I think you could pass for either! In my personal opinion, I like black hair better for you.

I like your hair black because it goes with your skin tone. If you had blonde hair, it would look fake because you have darker eyebrows and eyelashes. Pluss black brings out the best in your complection

I think the blonde makes you look younger. The black doesn't look bad, but I would definetly go with a lighter color. Good Luck!
