Measure the inside of the window frame, because that's where you're most likely going to put them.

That depends on the type or style of blinds. Some fit inside the window so you should measure that way but others fit outside the window. Personally, I have both types. It is usually easier to fit the shades if they go outside the window but that might interfere with the type of curtains you have. GOOD LUCK

i have ordered custom blinds and window treatments for 6 years, i always have to indicate whether it is an outside or inside measurment, inside is usually a neater look, especially if you have any kind of moulding on the sides of your windows, most shades today are very beautiful and dont require any additional treatments.

inside from edge to edge up and down and across, You'll want them a little longer than the actual window though.
