There is a product called Rosetta Stone.
If you live in an urban area, or near one, check to see if there's anyone who will exchange English lessons for lessons in the langauge you want to learn.
Maybe Craigslist would help.
Maybe local schools and colleges would help.
Find discussion/chat groups (in person) to help you practice.

The best way to learn a language is to actually live in the country where is spoken. I'm telling you cause thats what happened to me with english, books and classes werent help at all, actually talking to people was.
