Well there might be two reasons for that:
1. Your video card is not capable of running games.. try to replace it with stornger one, mine is NVIDIA GeForce Fx 5200 and it's good with games.
2. You have to install a new version of Direct x

It is most likely that the video card in your computer is not powerful enough to be able to handle the game, and the game is able to see this. Usually it is quite simple to replace your video card, but there are so many variations that you need to be careful which one you buy.

You also need to check the box for the game, and find out what kind of minimum video card requirements it has, and preferably buy one that is more powerful than the minimum (or even the recommended if you can afford it).

It would be best to contact a local computer repair shop or service to install a new card for you. They will be able to help you best with finding the best one for your needs.

Its telling you that your machine is not capable of running the game under its current configuration. I am sure however that it spelled it correctly.
