You will need a very high quality female German Shepherd, that is proven not to have hip and elbow dysplasia or other genetic problems that plague these dogs. Such a dog runs about $1000-1500. Then you will need to find a stud dog to "borrow". The stud dog's fees can be quite expensive, and he needs to be free of genetic disorders, too.
Check with your veterinarian about what kinds of shots they need. It varies from community to community.
Are you sure you want to breed German Shepherds? There are so many poorly bred and illness plagued Shepherds available at the local animal shelter. Are you sure that your dogs won't be among them?
Breeding dogs takes a lot of hard work, and most good breeders don't even turn over a profit. Plus, you need to be committed to taking care of any puppies you bring into the world. If you can't find homes for them, as a reputable breeder, you are stuck with them. You should also be willing to take back any dog that you bred, and find that dog a new home. And as a good breeder, you shouldn't drop off any unwanted puppies at the shelter. Even puppies are not immune from euthanization. There are so many unwanted puppies these days.
Hope I've given you some things to think about.

OH BOY do YOU have a lot to learn!
like about hip displasia, elbow displasia, PRA, bloat, eclampisa, - need I continue.
Get ONE dog (perferadly a male as a quality male is easer to obtain) and go to doggie events & LEARN first.....
