If the US is similar to Canada, criminal code offences are purged from the system when the person has remained crime free for 10 years.
(Absolute Discharges are purged from the system after 1 year. Conditional Discharges are purged from the system after 3 years)
Although state laws vary, there are also similarities. Here is some info on criminal records and hiring based on New York law, which may be helpful.
For example, you will see that NY state law prohibits employers from unfairly denying jobs to individuals with past convictions.
You can follow up with research in your own state, but this is a good start to help you know what to search for:

If it was a felony...it's there for life.
If it is a misdemeanor...contact the county sherriff or the clerk of court for the court that found you guilty (common pleas, municipal, fed, state, county, etc.) and determine the process to expunge the record. You may need to contact and attorney to help, if the sherriff's office or courthouse isn't helpful.
Most attorneys require a $1,000 - $2,000 retainer to begin working for you.

Call the court house, from the city of the infraction. They should be able to guide you. My b/f tells me, if you were over 18 when the incident occurred & it wasn't a defered sentence, it will always be on your record. You did pay whatever fines you had, ... right? Hope some of that helps.

It's $500.00 to have your record expunged here in Chas, S.C.. This what I do the majority of the time.
If that judge is still on the bench you could try to contact his office or his asst. and give the information for her to research it and find out why it was not deleted.

go to the courthouse and check with the clerk. Tell her your record was supposed to be expunged. They still have all the records, and if she will not help you contact a judge and get an appt. to see him they will usually help you -- no charge either!

Get an attorney. They can start a process to have it exponged from your record (as long as the crime wasn't something serious)
