Well, IF you live in a culture or worldview that still thinks that a woman doesn't just marry a man, but a standard of living, that she is completely at the mercy of her man (so that she can't/shouldn't do anything if he abuses her), then it makes sense for him to have to prove himself and do all the risk-taking.
But if your culture and worldview is different, then both of you have to prove yourselves to each other. And it may very well end up that you will simply get into a conversation someday as 'just friends', and walk out engaged, without anyone proposing at all.
Or not. Either is free to bring up the subject 'formally' if it seems suitable - which it did for me on New Year's Eve 2004. (He, the old world gentleman that he is, was completely shocked and after 10 months of thinking about it said no - but hey, he's still more or less around, God knows what the future will bring...)
At any rate, I don't at all regret what I did and if it seemed suitable, I'd do it again in a minute!

i dont think it matters,its just that its usually a tradition for a man to.if a woman wants to propose then she should go ahead.

Who says she cant? If girls can ask a guy out, then they can definately ask him to marry her. I know people who have done that, and they are blissfully happy.
There is no law saying she can't, so whats all the fuss? It may be tradtional, but who gives?
