In this other person's world view, he believes that some of the things we aspire to can never come true. For instance, not everybody can get to be President of the United States, or win the Nobel Prize.
However, even though some of /those/ dreams are generally held to be very, very unlikely, like winning the Lottery, it doesn't always follow that you can't at least try and make some smaller, more realistic, achievable aspirations and dreams happen in reality, like making a relationship work.
After all, unless you put in the money to buy those tickets, that Lottery jackpot win will /most definitely/ be beyond your reach. So unless you both actually have a go it being together, that'll never happen for sure.
In the end, it sounds as if he doesn't have the confidence to be together with you, even though he wants to, so he's making a show of not even trying, hoping you'll buy into the martyr act he's putting on.
Maybe you can show him different, show him he doesn't need to put on a false front, that he can be real with you, not play some part, and that /you/ can also dream of being with /him/, and that you're not afraid to try.
And maybe that's what he's looking for, all along.

That is such a confusing question but I'd probably say there are some complications. Ask him about them and maybe you both can find some solution and have a happy life together. You just need to chat, don't let him out of the room until you get an answer outta him. it'll be worth it. Good luck honey

Don't lose total hope...I'm now back for the 3rd and final time with my best friend/fiance after he claimed that it would never happen between us again. We have been together off and on for a total of 6yrs,5months now. We stayed friends even when we couldn't live together anymore. Just don't be blind to the signs either. You will KNOW the signs, You then won't need us for an answer.

That he doesn't really want to be with you and would rather wallow in an unrequited crush? If so, at least he's being honest and showing a degree of self awareness.
The other possibility is that there has been a break down in communication and he needs you to clearly tell him how you feel. Don't drop hints. Tell him straight.
Either way, you obviously need to know one way or another. (Good point from Geni btw. Definitely another possibility worth considering!)

try to find out what the barriers are for him.
be more specific, ask him exactly what is in the way.
