This is Italian that has many errors in it. You'll find the errors and closest translation available below. It can't be Latin because Latin generally does not have " l' " in it as there are no articles.

There are some letters wrong or missing,could be,Quando [when] l'occhio [the eye] degli [of the] uccelli [the birds]si chiude [closes] col'le sue [with their] due copriture [two covers] esso/[Is it?] does not make much sense but it is Italian with spelling mistakes or typing errors.

It's not Latin, I'm sure. It might be Italian, if not, it's Romanian - these two languages are similar

It's definitely Italian, but you must have made a lot of mistakes copying it.
The first word is probably Quando = when
chivde must be chiude = to close, etc.
