No, you aren't wrong at all. They probably want to live with you because someone else is sick of them. Everyone needs a place of their own and nobody really wants a paraside in their household. I have allowed people to stay with me for a while so that they can get themselves established but eventually I had to put them out because they considered the living arrangement to be permanent.
It didn't matter to me whether or not they paid their half of the bills. The house was getting too crowded and uncomfortable for me. I enjoy coming home and finding everything the way that I left it. I enjoy the peace and quiet, and I enjoy not being inconvenienced by other people in the bathroom or the kitchen.
If they have an established plan for moving out and getting their own place within a 6 month time frame and they have realistic goals, it would be ok to let them move in as long as they understand that in 6 months they gotta go. You will not tolerate any excuses about the apartment not being ready or not having enough money for the deposit. They have to know that if they do not have a place to live in 6 months, they will be sleeping on the street 6 months and 1 day later.
If you do not establish this rule or enforce this rule you will find yourself in an very unpleasant situation.
