A "civil" marriage or better known as a civil ceremony is performed by a judge or other authorized state officials to join a man and a woman in marriage. It is legally binding. It's just a matter of who is performing the ritual-same marriage license is required as needed for a "church" or religious ceremony. However, for instance, in the catholic church a civil only marriage is not recognized/you must be married by a priest. All that is required for a "civil" marriage is a marriage license, then you appear before a judge or licensed state official for the "I do's"

A civil marriage is the state of being united to a person as in a consensual and contractual relationship recognized by law. It is used by "couples" to attain certain benefits such a favorable tax concessions, employer benefits, inheritance liability, etc.
Love is not a necessary element for a Civil Marriage to be valid. A civil marriage is a legal contract...nothing more...nothing less.
It is often confused with the Sacrament of Matrimony or a Sacramental Marriage. This is the union of a man and a women based on God's love and mutual love between partners. This Sacrament was initiated by God in order to demonstrate his love on Earth...the fruits of that love being children, amongst other things.
"The matrimonial covenant, by which a man and a woman establish between themselves a partnership of the whole of life, is by its nature ordered toward the good of the spouses and the procreation and education of offspring; this covenant between baptized persons has been raised by Christ the Lord to the dignity of a sacrament."

A civil marriage is a marriage performed by a judge or other persons authorized by law to solemnize marriage by reason of their public position, as opposed to a church marriage which is performed only by the priest or minister or pastor of the church where the couple attends regularly. Both civil and church marriages are valid before the eyes of the law provided all the requirements have been complied with.

A "Civil" marriage is one in which the wife does not verbally and physically abuse her spouse, contributes in whatever way she is able without whining, provides her spouse with sexual (including oral) relations more than two years after the wedding ceremony, does not let the children run aimlessly all day then use the father figure as a source of threats, Does not watch Okrah all day long then attack her poor unsuspecting spouse when he walks in the door for not being the ideal mate...Yea thats pretty civil.

A civil marriage is a marriage between two hetrosexual people by a registrar of marriage, it is a marriage in the eyes of the law not in the eyes of the church, hence the civil.
A civil partnership is a ceremony between two homosexual people. Homosexual couples cannot get married in the UK

Civil marriage, hmmm..is that like when you register as husband and wife with the government to get citizenship? But then don't really get married through your church or synagogue or mosque, so you don't really consider yourselves married at all?

Basically, a legal, non-religious marriage. There's no reference to a godhead or religion. That's the way atheists get married.
