Try calling all the breeders in your area, a lot of them will have older dogs that they no longer want to breed/show.

contact a pomeranian rescue group or a reputable breeder - breeders often sell the better quality ones for a higher price than the "pet" quality ones - or may have a dog they just cannot keep for some reason and will sell for less

if you are looking for a breeding animal you will need to pay more money since low priced dogs are NOT breeding quality - any dog you intend to breed should go to dog shows to prove it is an excellent example of the breed and worthy of breeding

Do check out Petfinder and rescue organizations. If you're going to buy a purebred dog, you really don't want to go searching with price as your main priority. Cheap dogs tend to come from careless or uneducated breeders, and careless or uneducated breeders are far more likely to breed dogs with long-term health problems.

I can tell you from personal experience over the life of your dog, you should worry far more about future vet bills than the intial price of your dog. You may save a lot of money in the long run by spending a little more now with a solid breeder who will guarantee and stand behind the health of their pups. Otherwise, rescue is a terrific option.
