Toddler is a common term for a child between the ages of one and three years old, although some may consider a toddler to be between two and five. I live in utah and own a daycare with my mom. The state says a toddler is 12months to 3years and then they are preschoolers. I think kids are a toddler as soon as they start walking which is diffrent with each child. my son started walking at 10 months and my daughter at 12months so i agree that at 12 months they are a toddler. Since, toddling is an early form of walking, I guess babies become toddlers when they learn to walk.
The dictionary defines toddler as follows:
One who toddles, especially a young child learning to walk.
A size of clothing for children between the ages of about one and three years

it's not an age, it's a state of being. toddlers are toddlers when they start toddling! they are no longer toddlers when they are at pre-school, which is around 2 and a half, 3. Then they are pre-schoolers/kindergarteners.

When they start walking or anytime between 1-2.
Also they start toddler size clothing at a size 2 T.

My doctor says12 months then he no longer considers them infants. Think about it, they can start to drink cows milk and are done with "infant" formula. At that age most are walking and exploring and "toddling" along.
