Is it a brick or stone house in the city, like a townhouse? If so, it's probably an iron star which was used as a decorative finish on these metal rods that ran through the townhouses from front to back to stabilize them. Often the facades and back walls of tall townhouses started to lean outward, and these bars pulled them back in line.

I am assuming you mean the rusty big metal stars that people hang on their houses. That is just a decoration used to bring the country feel to the home. A star is used cause it is simple, who would want some complicated, detailed rusty thing on their house!

I saw a lot of big, brown, rusty-looking stars on houses while we were in Massachusetts a few weeks ago. I think they were just for decoration, but I wasn't inspired to run out for one.
If you look at older buildings, many times there were metal stars at the ends of the tierods.

They are called Barn Stars. You can find them in any country decorating catalong.
