For me, it is when he smiles at me with a smile that is only for me. And his eyes light up because his heart is smiling too. Winking- if I like him too. Anything that says that I am the only one in your life, that I am important to you... It is also (maybe not so instant, but still important,) sincerity, intensity...(again the right amount and for me only) gentleness, manners, proper hygiene... they all add up.
P.S. The girl with the kissing the neck thing-- if you have the right to be that intimate.. yeah, that one is good. Or even talking close to the neck, where the breath is on it, or whispering by- but not in the ear...
