The spirit doesn't need to. God knows when you sin. Remember, He's omnipotent?

God is all knowing...
The Bible says that God, Jesus and the Holy Spirit are the Trinity....3 entities in one...so the Holy Spirit doesn't have to send messages to God...he knows it already. But God loves you and because of what Jesus did on the cross He can forgive your sins if you come to him and repent (TURN from your sins).

No, the Holy Spirit is like the little voice that reminds you of sin and helps you recognize it. God, being part of the trinity, already knows.
