Most cars with turbos are pretty cheap to mod, although if you buy one cheap you will have to look it over very carefully as it's likely to have had an abusive previous owner. The Mitsubishi Eclipse GS-T or GSX and its two sibblings are probably the easiest to find cheap turbo cars out there, but there's also a lot of late '80s Chrysler products out there, Volvos, and a couple of Ford oddities.

Or you can go with V8 power. Except for some Cadillac motors that nobody likes, almost any American V8 is going to have a lot of mods available for it. If you go this route, just pick a car that's got as little rust as you can find and with looks you like.

If you want handling instead of brute power, you may want to look for something like an RX-7, one of those itsy bitsy British or Italian convertables like an MGB or Fiat 124, or a Honda CRX. You could probably find a Miata in that price range, too. Ford Probes and Mazda MX-6's handle pretty well too.

Any turbo Eclipse you can buy for $3000 is going to be whooped on sooooo bad! $3000 will buy you a 94-95 Intergra with 120,000 miles or so. Problem with any non turbo 4cyl import is it costs lots to go fast.

You’re not limited in the make or model, but it will be an older car with higher mileage. If it’s newer probably has something wrong with it if you know cars you could fix it yourself. There are always lots to choose from just look in the paper, auto trader, and your local car classifieds.

In the $3k range, I would say Nissan 240. Easy to make fast and they can be setup to handle any kind of racing (drift, drag, etc).
