1. When someone has entrusted you with a secret
2. When it does no harm to keep it.
3. If keeping this secret causes someone else, harm or distress - that's when you no longer keep the secret.

Secrecy, no matter what for.. should be something to keep. If you're in a country where people kill.... Christians.. and you know someone who is a christian.. you should keep it secret..
Basically... if someone is going to get hurt, killed or imprisoned because believe something, or know something or feel something.. you should keep it secret.

Concerning what? Nothing harmful,illegal, shameful, or dangerous should be kept secret. Otherwise if some one asks you to keep a secret and it harms no one do it.

When you are keeping your word.
When you are not sure whether it can harm someone (including psychological harm)
When you are protecting a family secret
When you have tough competition
When you are hiding from something
