Parents are mostly to blame : When they themselves feel 'hep', by indulging in such habits, their kids are also bound to imitate them.
Since most parents are both involved in making money, and more money, and since the joint-family system has collapsed in urban areas, there is no one left at home to mind and guide the kids. The result : they seek the guidance of their 'better-off' peers, and are easily led astray by these rich brats !

Children act up when they are not supervised and when they receive bad examples from family or friends. Also, there is a breach of communication which prevents parents and children to talk about problems and interests.
Prohibition is not the solution, history taught us that, all we can do is watch over our own children and communicate with them and try to set a good example. Psychologists say that the more connected a child feels with the environment (s)he grew up in (family, close friends), the less (s)he will try to look for other role models outside the family.

Its not these days. Times have actually gotten better. Look at smoking back in the day it wasnt seen as nothing but now days people are getting wiser about it. Its just values and education your parents and peers pass to you.

Easy. Make sure the children are always well supervised and to spank them(no talking, it doesnt work) when you catch them doing something wrong (within reason, of course)

parents need to care enough to be there for their kids. care enough to have rules and enforce them. and yes if they need a smack on the *** give it to them. there's nothing wrong with spanking (i did NOT say beating) I'm thankful everyday my parents cared enough to protect me from myself.
