We used to use a product acalled Ovaban years ago, but what that does is to stop the cycle and put it off until you stop the pills. Iknow of a vet that uses the depo provera injection for dogs. how safe or ethical that is i do not know.

You need to get a crate for the both of them. One will do but two would be much better.
Keep them totally apart. A male dog will tear your house up trying to get to her, that's why I suggested you get two crates. See if there is someone you know who might be willing to let you borrow one for a month or so.
Whatever you do. DO NOT LET HER GET PREGNANT ON HER FIRST HEAT. She is too young and not ready for that. If you are going to breed, wait until her second or even better, her third heat.
GET THOSE CRATES OR CAGES TO KEEP THEM TOTALLY SEPERATED AND THINGS WILL BE FINE. NOW, JUST BECAUSE SHE IS IN A CAGE DOES NOT MEAN THAT THE MALE CANNOT GET TO HER. IF SHE IS IN AND HE IS OUT, THEY WILL FIND A WAY TO MAKE IT WORK. KEEP AN EYE ON BOTH OF THEM.
GET READY, THIS IS A 21 DAY ORDEAL. LAST SEVEN DAYS ARE THE MOST IMPORTANT, SHE IS GOING TO BE READY TO ACCEPT THE MALE DURING THAT TIME. THAT IS THE CRITICAL TIME SO KEEP THEM SEPERATED AT ALL TIMES.
GOOD LUCK

have BOTH dogs fixed. this prevents unwanted litters, and is healthier for your dogs if you don't want to breed.
it prevents ovarian cancer in females and testicular cancer in males.
i have 4 dogs *all of them are fixed* of my own and I'm fostering 3 SPCA fosters. two of them are fixed, the third is a momma dogs with 8 one and a half week old pups. (she was abandoned, pregnant and starving on the side of the highway!)...anyways..she will be fixed as soon as the pups are weaned.
just get them fixed!
most vets will give you prices over the phone, and some do payment plans.
OR you could call the SPCA and see if they have any neuter/spay programs that help ppl out.
EDITED:
WHY do you not want her fixed??
if you aren't going to do that...then you need to keep the dogs separated until her cycle is over. or you WILL have pups in about 63-68 days!

There is dog birth control if you want to breed when she's a bit older, instead of getting them "fixed". You can ask your vet for information. As far as I know it should exist in pills or injections. Or you keep them seperated, but they will be whining quite a bit then.

Get her spayed before she goes into heat. She will be healthier and happier if she is spayed, and you'll be happier too. There are already too many unwanted dogs and cats, so spaying is really the best thing to do. It can be expensive, but many communities offer low cost spaying/neutering programs. Call different vets to see if they know about any programs and to compare their prices. Good Luck.

you can get doggy heat underware. so that you wont need to seperate them but the male wont be able to breed with her. (he will still give it a try) so that was you can still breed her later on.
some pet shops sell them.
