I found this writing in a book and i am not sure of the language.

When the eyes are used, if you look below (che vide) your neck you see two peaks, is it so?
Try thinking of someone who cannot spell, writing Italian semi-phonetically!

By the way, what kind of book was this written in?

it's not Italian although with some correction it may became:
UANDO= QUANDO= when
L' OCHIO =L' OCCHIO= the eye
DELLI USELLI= DEGLI UCCELLI= of the birds
SI CHIVDE= SI CHIUDE= get closed (or close itself)
COLLE SUE= CON LE SUE= with its
DUE= DUE= two
COPRITURE=COPERTURE= covers
ESSO= ESSO= it
Of course the sentence doesn't make too much sense the way it is.
