I think, because he likes u, and if he turns away now, he may think he has lost. he may be dangerous and try to have u at any cost. it sounds as if hes deeply in love with u, although u not. the best solution is try to act if u concern about him, this may be hard, and explain to him that u cannt accept him, sit down one to one basis, maybe in a public place and only finsish off the meeting when he wants. dont simpy say ure not interested and thats it, talk to him more about ure feelings towrds him, remember he wants u at any cost, and it could lead to him being dangerous.. hope it helps. listen to me, ive been in the same situation, im ok now, but my mind wasnt at the time. please could I have loads of points .??

If he's really in love with you then i think you can at least keep his heart by remaining friends with him and by saying "i need time to think about it.." when he proposes again .......this should do the trick.Never break ones heart..... the effects are bad in later life.
Keep him waiting....either he will go away saying"its been too long"
