You might do ok in small claims court, but it would depend on the judge, and your presentation. There are no other legal options..Did you sign anything?

If this has only been a few days yes his puppies aren't too old their are still other buyers. People who don't want to give refunds aren't the kind you want to deal with any way. Our shepherds went on the basis that we would give a refund at any age for any reason. We only had one come back because the man had a baby and could no longer keep him. Good dog breeders want to make friends in the animal world and don't want to see their animals mistreated or at the pound. If you sent a check cancel it. Other wise call non-stop most people will just give up thats what he's counting on. Good luck.

I sell puppies and clearly state in my sales agreement "no refunds". but with you have something from a vet saying something's wrong with the dog, I take it back and give another puppy. Read your paperwork carefully.

You could sue him. That is about your only recourse. But, I am betting your deposit has a clause that says non-refundable.
