Choose a camera like this:
Battery _-- you want a camera that uses regular batteries not expensive camera batteries. There are many great cameras out there that take double a or triple a batteries. Start with these.
Second. you want at least four pixels , if you can't afford that you want three minimum...or mega pixels.
Third: check prices. check ebay, shop around LOTS before buying even one camera.
IF you want to do sports, you do want a ZOOM camera. if not , then you don't need a zoom camera.
IF you are around water allday or are careless or like pictures in the rain. you want a water proof camera.
You want a camera that has a charger INCLUDED in the package and a camera that has somekind of a guarantee.
That's where you begin.

Go to www.stevesdigicams.com and pick for yourself. Canon is good but not without problems in reliability - look up E18 error on the net. Fuji F30 is a great camera for taking indoor shots without flash. Sony are a little overpriced and beware the cost of memory cards for them. Kodak are a little dodgy on image quality.
If you can get it for a good price the Canon A700 has 2.5 inch LCD, 6 Optical zoom and full manual controls and a nearly usable ISO 400. I myself am going for the Fuji F30 with ISO usable to 1600 and 3200 at a pinch (small prints only) but the Canon has more reliable outdoor image quality.

I have a Canon S80, I know it's a little out of your budget but I think you can get them on eBay for around 300 (pounds - I only have a $ sign on my keyboard).
I would also look at the Casio Exlim range, they use Canon lenses (or used to anyway) and the picture quality is brilliant as is the size.

Thats really hard new cameras are coming out all the time and the prices are coming down
dont no what country you are in etc etc

go for a canon! even their low price range of digicams are excellent.
a net shopper? go to the big estore to have more choices, but i don't know any in your country. best deal would be going to the store personally than at estore. try canon.com, select your choice, then locate a store.

make sure it's at least 3.1million pixels (good up to 21" photos)
SLR with zoom (what you see is what you get)
memory card (16mb up to 64 mb)
uses standard battery (easier to replace/recharge)
one that is comfertable for you to hold
try argos/dixons cheaper than a camera shop
