Maybe he is a thinker..not a doer..I have 4 kids..they all hear and speak fine..the eldest is noisy and talks all the time..the second one is the thinker..speaks when he wants too but not all the time..the girls are talkers just like me.
Another thing would be, if you are concerned..to get the hearing checked..sometimes it means their hearing is not good. Or, does anyone talk for him...answer his questions and stuff? If so they need to let him use his own words :)

there are many possibilities as to what it could be.
1 possibility would be that he is autistic , that may not be the case too.
2 another would be that he is a thinker and does not feel he has to talk.
3 could be that he is abused or is traumatized by something that happened to him in which case he would have to see a mental doctor about that.
4 he may also have some problems with his speech such as he doesnt know how to say the word he is thinking about so he feels ashamed , you may want to work with him to make him feel confident in how he speaks.

It is possible he is autistic. However a comforting thought. Albert Einstien did not speak until he was 7

Watch him closely, understand each of his perception and spell it in words, to enable him to co-relate his fresh observation and to enable him to observe how it is spoken out. In essence, he has to see that you become him to a possible extent, and speaking technique is learnt being virtually 'together as one'.

IF A CHILD IS CONTENTED SOMETIMES THEY DON'T NEED TO SPEAK!

IF HE DOESN'T WANT TO TO TALK THEN THAT IS HIS PERSONALITY..SO LONG AS HE COMPREHEND HE IS FINE.

WHEN HE GOES TO SCHOOL MAKE SURE HE GETS ATTENTION ESPECIALLY IN LANGUAGE SKILLS EVENTUALLY HE WILL SPEAK AND YOU WILL WANT HIM TO STOP!

HE MIGHT NEED A ONE ON ONE WITH SPEECH THERAPIST IN HIS SCHOOL.
