I'M NOT FROM WEST PHILLY AREA but what my friend did was checked on an Institute for the Hearing and Speech impaired. They offer sign language class for anyone who is interested in learning the Sign Language. Check if this institute of similar institure exist in your area.

I would start with the local Community College in your area. You can probably find some really good resources at your local library. She can read books and/or watch videos on sign language for hearing children. It looks like Amazon has some nice titles too.

Check online to see if there is a center for the deaf and hearing impaired in your area. They often have free classes but please note that they do reserve the first spaces for those people with hearing lose or deafness.

our local library has several videos on learning to sign, you might try there first, then if she stays interested actually pay for a class somewhere

IF YOU CANT FIND ANY CLASSES TRY YOUR LIBRARY THEY HAVE BOOKS ABOUT SIGNING OR THEY MIGHT EVEN HAVE A VIDEO YOU CAN WATCH. THEY MIGHT EVEN KNOW WHERE YOU COULD TAKE A SIGNING CLASS GOOD LUCK..
