He has looked at me a few times during skating but he has not smiled at me and I am 13 so I cant do any thing unappropriate because that would just make us both embaressed!!!

You can't make a boy like you. He either likes you or he doesn't. If he skates better than you you can ask him to help you practice skating backwards by holding your hands. And then there's always the couple skate ...
