Get a good entry level textbook, read alot of newspapers and try to mimic the grammar, and watch alot of news broadcasts.
If you emulate the new anchors' grammar and pronunciation you will develop a good grasp of grammar and pronunciation. If you read alot of well written english then you will eventually begin to speak well.

Make friends that are English speaking such as an American or British.
but realize that dialects will play an important part in anybodies speech in either country

get out there and use it. Read lots and lots of books. Whatever kind of book you enjoy, but read it in English. Keep the dictionary handy if you must. Watch a bit of tv. Just immerse yourself in the language, and you'll get it!
