The Message: (ie a little easier to understand for those of us who don't regularly use old English)
"I, God, the master will oppose the Phillistines and cut down the Cretans and anybody else left along the seacoast. Huge acts of vengeance, massive punishment. When I bring vengeance they'll realize I am God."

"And I will execute great vengeance upon them with furious rebukes; and they shall know that I am the Lord, when I shall lay my vengeance upon them." (Ezekiel 25:17)

The context is that of the judgment God will inflict upon the Philistines, because of the way they treated His people Israel. The preceding verses speak of how the Philistines dealt vengefully with Israel, He would repay them for it.

The King James version reads I will execute great vengeance on them with furious rebukes; and they shall know that I am the LORD, when I Lay My vengeance upon them. I say that God is saying that he enforce great punishment of death on those that does wrong and they will know that he is God when lay punishment on them.

The Lord is talking about how when he takes out his wrath on the Philistines that they they will know that He is God. Application for today: when a non-believer dies, he or she will get eternal punishment and separation from God. Then they will realize that they should have believed.
