how many users are there in your XP? Some versions of XP will only allow the administrator to change the background. That's what it's like at school (I'm the computer teacher) so if you aren't the admin, you'll need to log on as admin to enable the option to change the background pic. Once you're the admin, just right-click on the desktop, select background pic, and browse for the one you want!

When you right click on the desktop what are the options you get?
This is the procedure I follow.
Minimize all the windows.
Right click somewhere on the desktop where there is no icon.
Click on Properties. (Display properties window opens)
Click on Desktop tab.
Select the picture in the background list as the background.
If the picture you want is not listed. Click on browse to select it.
Once th picture is selected, click OK.
This should set you the background picture on the desktop.

Then it is disabled because the computer adviser has it set so the background can't be changed. Go to that user and find a way to enable backgrounds.

I think ur login for windows XP doesn't contain administrator rights. Ur login as only standard users right. so u can't able to change the change background had been disable.
Login in userid that have administrator rights ,so that u can able to change ur backgroup.
Have a Nice Day.
