People do that sort of thing all the time.
Wait 10 minutes and then if they don't call back, go find something else to do. Eventually they may call back or not, but at least you won't be standing around wasting your time hoping they'll call.

Sh*t happens. People tend to forget things, and sometimes you have to be the one to take the initiative to call them. If this is happening to you, avoid bringing that "why didn't you call me?" attitude and be optimistic. That way, the person you're thinking about will think very highly of you for being a forgiveful and mature person.

It makes me mad. Its kinda like they're too good to call you or something. I don't know but it is annoying.

It pi$$es me off too. Just don't say you're going to call if you aren't. I NEVER say that. I say, I'll talk to you later but not I'll call you back which implies that the person should wait for your call.
