na...that's not evil enough !! one reason...there's not enough water there in the tap (hmmm..evn the public does not get enough of it!!) another reason...there's the whole deserts in the world....hey, u culd do a good job...u culd turn all the deserts into oceans !! that's all baby..poor thing ! How abt creating frog rains?? the whole earth filled with frogs (and u can pick one as ur frnd too :)) well, tell ur mad scientist abt it....he maybe atleast 1 yr old !!

No, because the earth is made up of only 3/4 water so even if you used up all the earth's water, you'd still have 1/4th land to stand on.

The poles would stay afloat, so people could just wait for winter when all the water froze. and your tap water would take to long.
Why not burn down the cities or send wave after wave of sheep robots and giant sheep hydras to sieze countries like I loved to do on minervia?
