No, because the earth is made up of only 3/4 water so even if you used up all the earth's water, you'd still have 1/4th land to stand on.

The poles would stay afloat, so people could just wait for winter when all the water froze. and your tap water would take to long.
Why not burn down the cities or send wave after wave of sheep robots and giant sheep hydras to sieze countries like I loved to do on minervia?
