Is it possible ... yes.
If the husband of a WIDOWER was still alive, he would be the surviving male spouse of a marriage between two gay men in which one person died. The term "widower" describes the husband who survived his deceased spouse.
So, in your question, the surviving gay man would have turned "straight" after his male partner's passing and, then, married the sister of his deceased male partner.
But, a husband could not possible marry his own WIDOW's sister because he would have to be the deceased partner of the surviving FEMALE partner. He would have been the only male person in the man-woman marriage, and the term "widow" means that the wife survived her deceased spouse.

First, a widower is a guy who lost his wife. Since this country is presently against gay marriage, those two wouldn't be married in the first place.
Second, if the husband married his widower's sister, he would already be dead.
Finally, in any case, it would be too damn creepy and tasteless. People would talk.
