Without knowing any details it's impossible to know what's going on.
There are many things it "could" be. It could be a respiratory problem, or it could be a cardiac (heart) problem. Your heart and lungs work together and when one doesn't work, it affects the other.
Some digestive problems can also cause breathing problems. Some neurological (nervous system) problems can cause breathing problems. Even anxiety can cause breathing problems.
You need more information. There are just too many possibilities to give you any advice at this time.

It could be that he's having a nervous break-down. If he has a lot on his mind that could be it. It could be diabetes. He really needs to go to the doctor and get this checked out.

Maybe a respiratory problem. Go to a doctor and describe his symptoms for him, maybe you could find out a treatment.

IS IT POSSIBLE HE MIGHT HAVE SLEEP APNEA? ASK YOUR DAD WITH OUT YOUR MOM BEING THERE AND TELL HIM YOU CAN HANDLE WHATEVER THE ANSWER IS AND HOW HE WOULDN'T LIKE IT IF YOU WERE HIDING SOMETHING SEROUIS FROM HIM.
