Is there a key combination like ctrl, shift, colon for an umlaut or ctrl, quotation mark for an accent mark?

you would need to use an image or a special font.

Do a google for "free fonts". There are lots of sites out there with them, and I have seen several backward fonts before.

From the menu in Word, go to Insert->Symbol.
There's probably a backwards "R" in the somewhere for you.

You don't unless you have a special program for doing so. I imagine that Russian PC's have that option. Look into it and maybe buy one.
