I'm not sure I understand the question?
If my kid was going to a pool party I'd send him in swim trunks with a shirt and shoes on and tell him to take them off when he got there.

I'm trying to decipher your question. I think what you are saying is that the mother where the party is wants to kids to arrive barefoot and that once she wanted them to not wear shirts. Maybe she has had a problem with kids leaving stuff at the house? Anyway, if it's the mother's request that they arrive barefoot, I don't see a problem with that, as long as he's not walking there.

Heck, it's a pool party. Do you expect kids to wear 3 layers of clothing and complete footwear, too??
At 10 years old, there's not even anything wrong with kids being totally naked, tho that generally is not acceptable behavior.
But the barefoot is totally appropriate. Heck, at least he won't lose his shoes at someone else's house :)

Tell him to wear a t shirt, flip-flops, and swimming trunks. Ten years old or not, he needs to be properly dressed when he goes out.
If it were your own house, then he could run around with bare feet, but he's at someone else's house. If he doesn't want to wear his shirt and shoes after he gets to the party, then he can take them off.

my son who is 9 goes to pool parties with only his trunks on unless they are gonna be inside then i make him wear a shirt and fliop flops.
