Not all kids shows have a dumb character, but when they do it is mainly for two reasons... 1) because children enjoy laughing.. when there is humour involved it will capture the childs imagination and hold their attention, usually interspersed with education, and 2) if there is a (dumb in context meaning thick) character in the show, the network can use the character as a teaching tool.. ie. (Barney does not know how to make orange.. therefore the kids teach Barney that red and yellow makes orange.) These characters are tools for education.

why do you ask dumb questions? lol j/k i think its to make kids laugh and teach them moral....but thats just dumb me thinking

That's how they wre written. Almost evey story has someone whose moral, or not. Smart or not.
